On April 7, 2016, an FBI press release titled “FBI Announces Executive Appointments” stated that Director James B. Comey announced leadership appointments including: “Carl Ghattas, Assistant Director for the Counterterrorism Division.” The body says he “has been named the assistant director for the Counterterrorism Division at FBI Headquarters (FBIHQ)” and that “[i]n his new role, Mr. Ghattas will oversee all the FBI’s counterterrorism investigations.”

The same release says he most recently served as special agent in charge of the Counterterrorism Division at the Washington Field Office, entered on duty in 1997, and had held leadership positions in the Counterterrorism Division, the Directorate of Intelligence, and the Washington Field Office.

This is a title. It is not a finding that he ran the Clinton email case, Crossfire Hurricane, or any named FISA. Those investigations had other named supervisors in later Inspector General reviews. This site does not move his name onto those decision lines without a primary that puts him there.
