The FBI’s April 7, 2016, executive-appointments release, naming Carl Ghattas assistant director for the Counterterrorism Division, states: “Most recently, Mr. Ghattas served as the special agent in charge of the Counterterrorism Division at the Washington Field Office.” That is the Bureau’s title. It is not “special agent in charge of the Washington Field Office.”
A 2021 UNLV Boyd School of Law event biography states: “In 2014, he was appointed Special Agent in Charge of the Washington Field Office’s counterterrorism program.” That matches the FBI’s later “most recently” line. The 2014 start year is the university event bio, not the 2016 FBI release.
A Conservative Treehouse post (January 30, 2017) quoted a Ghattas line about FBI wanted terrorist Liban Haji Mohamed and called him “Special Agent in Charge of the FBI’s Washington, D.C. Field Office.” That Treehouse title is broader than the FBI press title. This site uses the FBI press title. The Treehouse piece is listed so the reader can see the collision. It is not used to upgrade the office.
